In 2000 Powys Energy Agency
were consulted on replacing the boiler to heat Ysgol Vyrnwy,
Montgomeryshire. From this, the school, Powys Energy Agency,
Powys County Council, Severn Trent Water, Forestry Commission
and community representatives have developed a first-
for-Wales community wood-heating project.
After realising that the school and community centre could be
heated with locally sourced wood-fuel the possibility for a
community heating system was explored. A feasibility study,
funded by the Energy Savings Trust showed this to be viable.
Following two years of project development the tender process
and Energy Supply Company selection took place between
December 2002 and March 2003. The boiler was installed in
August 2003 and commissioned in November 2003. The school and
community centre now receive heat from the 520kW Compte
wood-chip, remote-automated boiler. The houses will connect to
the boiler following heat-main installation in summer 2004.
Hot water will continue to be available in the summer when
there is little demand for space-heating. There is a 350kW
back up oil boiler. The project has also stimulated
installation of insulation and replacement of the school and
community centre radiator systems, which were well managed but
inefficient.
The project has also only developed with the willingness of
local residents and encouragement and support of the funding
bodies - Objective 2, Powys County Council Local Regeneration
Fund, Energy Savings Trust Community Energy Programme, Severn
Trent Water, National Assembly for Wales, Welsh Development
Agency and the Home Energy Efficiency Scheme.
Emissions are well below UK legislative standards and the only
visual sign (apart from the boiler buildings) is a heat
shimmer and white plume of water vapour at start-up or adding
of wood-chip. The wood fuel is sourced (60% minimum sourced)
within a 20 mile radius of Llanwddyn, encouraging local
supply. This is chipped and stored around a quarter of a mile
from the boiler itself. Forest Enterprise donated 200 tonnes
of local wood for the first year.
The system is owned by Powys County Council and Powys Energy
Agency. It was installed, and is now operated and maintained
by Dulas Wood Energy Ltd.
